It’s sort of in the name; “the joining of”. A plaintiff or defendant may choose to merge, consolidate or “join” a case, claim and/or person to an existing case because the stated issues or facts in the other case/claim may be the same. In order to receive a joinder, a motion must be submitted and filed at the courthouse and an order must be granted to proceed.
